Back to school ;) You're confusing hard disk throughput with PCI bus and front side bus (FSB). The hard disk throughput terminology is written as ATA f.e. ATA33 which means 33 Megabytes/sec (like the B&W G3). PCI bus has it's own bus, almost all modern Macs and PCs have a 33MHz - 64 bit PCI bus. So all installed PCI cards run @ 33Mhz. Also the AGP bus used for video cards is always 66MHz. FSB thus the system bus differs f.e. 100MHz for a Sawtooth to 800 MHz for a newer P4. So the Sawtooth has a 100MHz FSB, an ATA66 interface with a 33MHz 64 bit PCI bus and a 66Mhz AGP bus. The unwritten rule is to never connect an HDD and an optical drive to the same IDE channel, otherwise an HDD would be slown down, that's the rule I always use. But IIRC the ATA standard has been changed for a while, but don't know when that was changed exactly.
