Being a beige with the 8G limit, I need to delete my previous system folder. I have not reinstalled a couple of preference panes, but I am going to reinstall them from scratch. How do I know when it is safe to delete the old system? Everything is running fine and all my preferences for my apps were copied over.

If it's the Classic System Folder from the previous install, you can recover a lot of the space by deleteing the System file and the Finder. Standard system fonts, extensions, and control panels are unlikely to be needed. The Preferences folder is the most likely source of Things You Wish You Hadn't Deleted. You could also make some archives in the OS X Finder and copy those to floppies.
