I agree with this and I rebel against the notion as I have a G4 that will
boot into OS X and it has OS X on it and I have a recent install set of OS X
CD, but I would rather use OS 9.2.2 until I feel there is enough reason for
me to move to OS X. :-}

I am a long time user of GraphicConverter and a registered user clear back to
version 3 something of GraphicConverter. GraphicConverter is by Thorsten
Lemke who is in Germany <http://www.lemkesoft.de/en/graphcon.htm>, also there
is a OS X version of GraphicConverter.

If you haven't already discovered GraphicConverter go and download it right
away, it is the greatest.

Basic thing is to stop using Explorer and use one of the Mac Browsers that do
load the PayPal site properly and there are several that do.

Some of them are available for OS 9 and some of them are available for OS X.

Choose one.
