Two things:
The latest firmware Apple released for the B&W's will not boot with a
G4. There are patches to the firmware that will let the system boot
with a G4 installed.
Also, I have heard of ZIF's that are designed for the beige machines
/only/, and will not run on anything else due to the front side bus
speeds in a beige being slower than 100 MHz.
More than likely, it's the firmware that's keeping it from booting.
What happens when you put the ZIF in and power up the machine?
