For instance, if money is particularly tight, you could pick up a Power Mac 9600 nowadays for $50 or so. The inveterate cheapskates on the PCI-Powermacs list (http://lowendmac.com/lists/pci-powermacs.shtml) can help school you on how to squeeze the most out of a PCI box for Internet use. There are people on that list who are still using their (admittedly upgraded) ten-year-old PM 7200s on the 'Net.
Who sayes a PCI-Lister doesn't have newer toys at home. I play with my PCI Mac's and Mac clones because I like all types of hardware. I also have a ton of newer stuff - Mac's, Wintel and Unix workstations - as well as older stuff (Sgi Indigo's, NeXT, Compact Mac's, Tandy from the early 870's, Commodore). Just because I do like some of the big box PCI Macs and clones and still try and squeeze as much performance out of them as possible doesn't mean I'm a cheapskate.
BTW, one of my favorite internet machines is one of my Daystar Gensis boxes - Sonnet G4-800, 2gb ram, 640GB IDE/SCSI drive capacity, Radeon 7000 video, CD-RW, USB 2.0, Firewire, Gigabit ethernet, Jaguar 10.2.8/Classic 9.2, 19" LCD monitor. I could have bought two Mac Mini's for less than I have spent on upgrades for this box. But I wouldn't have had half as much fun.
