I want to add an Os 9.1 to my OS 10.4 and was

have to be 9.2?

9.1 will work just fine.

Next. Do I have to start 9.? first to use a classic
program or will it automatically start up OS 9 by
itself?

No. If a valid 'system Folder' with OS 9 is on the disk, double- clicking on the old program will start the Classic process.

The first time it runs OS X will tell you it needs to install some things is that ok, but after that it's automatic.
