Secure empty trash overwrites the parts of the disk the file used to take up, empty trash just unlinks the file. In this case a raw disk sector reader could recover data from 'trashed' files.

The rewriting of the disk is what takes longer with 'secure empty trash', and is probably overkill for most folks.
