Not if it's a POP mail and downloaded to your system, they can't.
If it's an IMAP mail and the e-mail is deleted on the server, AND you
have a local copy cached, you can look at it until you connect to the
server and the mailboxes are synchronized. This sounds like what
happened to you, but AFAIK Cox doesn't offer IMAP accounts...
