You need a lot more than just a few control panels.

If it's a school computer, it may not have a modem installed... Run the System Profiler to check.

Thanks to Dan and Yersinia for replying. I had checked the System Profiler and it interrogates the modem okay and comes back with iMac Internal 56k (Euro) and V.90 version V2.300-V90 I reinstalled 9.2.2. as suggested Dan but still everything is still the same.

This is a computer I received as a donation (along with 39 others! ) from a very generous High School 12 months ago. I wiped the hard drive and rebuilt up to 9.2.2 for a Junior class. It is only a 266 and I have received a few 333s as a replacement (not a huge shift but a bit better to run OSX). This computer is now going to a family in the class. By 'setting up', I meant cleaning all school stuff off it and setting it up for their internet connection. I would prefer not to rebuild again but if I have to.....
