The Dock is not a Windows thing.  Believe me-- I am a ex-Windows user
(since Windows 3.1, before that DOS and before that CP/M) converted to
OS X.  Even as a Windows user, I've always had older Macs as "hobby"
computers but since using OS X, I will never go back.  I shelved my PC
indefinitely earlier this year and bought a G4 when I got my first
taste of OS 10.2.8.  I believe OS X is far more robust and superior to
the abomination Windows has become today. I have not tried 10.4 yet,
but they say it is even tighter and faster than the older versions. 
Which seems hard to believe, because 10.2.8 seems very very slick to
me.  It is hands down the best GUI-oriented OS I have ever used, save
for the simple, elegant beauty that is/was Macintosh OS 2.0.  I'll
upgrade eventually when the price comes down a bit.  I traditionally
like staying a step or two "behind the times" for a couple reasons:
price, I like to hear other users' "yay/nay" on the pros and cons of
the newest toy before I buy, and finally just to give 'em time to iron
out the bugs.

And that "Hidden Dock" feature is not new to Tiger.  I know it goes
back as far as 10.2, perhaps even 10.1 or earlier.  I think the Dock
should default to be hidden at all times and only pop up when you move
the cursor down there, but that's why it is configurable.  The Dock is
pure genious, IMO.

If you're new to OS X, I really believe you will learn to love it.
