No I haven't, but it's more likely it's just laziness rather than
corruption. Since, I presume, you didn't investigate either, there's
no way for you to categorically state that there IS a payoff. <shrug>

When I was the purchasing manager of an ISP and Backbone Carrier we
were often offered special deals to use a product. Discount pricing for
one, and other benefits that made it advantages for us to purchase a
certain product. Making deals to purchase and use a product is not
corruption as you have suggested, it's doing business.
So I say again that if you haven't done "Due Diligence" regarding the
WEB Site contractor and all of the individuals working for and
associated with the company along with everyone that is on the board of
directors, if it is incorporated, you can not repudiate my statement of
"Follow the Money" with a flippant statement of

Once you have done your research and can prove to me that there isn't
any benefits being provided to the contractor by any of his suppliers,
then I retract my statement of "Follow the Money."
A good friend of mine was promoting a city measure that would allow a
"Gaming House" within the city limits and there was a individual that
took out a sizable advertisement against the measure. The spot stated
that the only reason they were against that "Gaming House" was that it
would invite crime and corruption. Well after in-depth investigation it
was reveled that the individual was an investor in a "Gaming House" in
the adjoining city. Needless to say that another "Gaming House" in
close proximity would lower the profits of the business that this
individual was invested. So, "Follow The Money" as there is usually a
reason, good or bad for doing things a certain way and it doesn't
always lead to "corruption."
