I'm just lost at this "IP address becomes compromised" part. More people/hosts are scanning your IP randomly than are going to be keeping it archived from a bittorrent session to cause you trouble. Your Linksys box is stopping hundreds of automated scans an hour, most likely. That activity is greater than anything you will add by web surfing or downloading a linux .iso or whatever.

Sites that put info in cookies can put whatever they want in there. That is in your control; kill the cookies. You don't have to kill them all; you can delete them individually, they are just files. If you don't wish to kill cookies as you hate to login to your financial site each time or whatever, then that's a choice you make that reduces your privacy <shrug>. I nuke all my cookies each session, so I have to type my username in sometimes. I don't see that as a big deal. And my bank doesn't store anything there; I'd be annoyed with any financial place that did- all those cookies can be read by any server.

Server-side logging of your IP address will always happen. That is out of your control. If you want, you could go back to dialup, and then you'd get a new IP from the modem pool each time you connect, how much variety that gives you depends on the size of their modem pool. I'm sure that doesn't sound attractive, though.

Forcing a new IP from the broadband ISP won't give you that much variety necessarily; many of those reverse-map back to your neighborhood area, so domain names like university-area-west-nrth- centrl-.att.com or similar are all over the place, and common sense tells you that the pool for that region is not infinite. But it will help if you are concerned I guess.
