Tom, Use a MacOS 9 install CD to boot the computer, then open the System Folder on the cloned drive, take the fFinder or the System file out of the System Folder, close the folder, then drag the file you just removed from the folder back onto its icon. Once you do that, the file will be put back into the folder, and you should see the MacOS smiley face reappear on the System Folder. You may also want to run Disk Warrior on the drive to repair any boot blocks on the drive. Sometimes that data gets corrupted and might've been corrupted when you cloned the drive in OS X.
What I probably would've done, was to run MacOS 9, opened up the old drive's main folder, copied all the folders/files from that drive to the new drive, then swapped the new drive into the old drive's place on the IDE bus.
