There's been a lot of debate about this, but the conclusion that we came to was that the 28v is only necessary if you use an ADC-powered display - the only things powered off of it are ADC and Firewire. The machine will boot and run fine as long as it has a permanent +12v to that pin (i.e. you could use an ATX PSU with +12v Standby power just fine if you re-arrange the pins in the connector [most Skyhawk PSUs have +12VSB, though not all]). It's perfectly within the Firewire specs to use 12-25v, so firewire devices still work fine so long as you have a decent amperage on the line.
