4.5A is the only thing listed for +25VDC, so I'd guess that's the
max. I'm not sure it makes sense for the line to have a minimum
loading as with no ADC display drawing power and no bus-powered
firewire devices connected, there would be no load on this +25VDC in
the later Mac towers.
If it helps you find any info, the model number for my European PSU
is API0PC24 (Apple part number 661-2513). The model used in
Quicksilvers/QS02s in the rest of the world is API1PC12 (Apple part
number 614-0157).

My ATX lists a min and max for each voltage. But I take it that is
not the
case with your power supply? Does it maybe list that as max?
