Yes, Help on Tiger still sucks in just the ways you describe.

I've had some temporary luck by running OnyX, but Help on this system
is so unreliable as to be useless.

It is interesting to reflect on really good help files to have some sort of real world comparison rather than an ideal. I think Adobe Photoshop and Illustrator ones are good (at least in PS 5 and 6 and I 8).

I have thoughts on the causes but maybe another time...
