If it's getting flaky at 450 sounds like you need better cooling.
With proper cooling it should run stable at 500.
But 400 is the stock setting.heres the chart I have looks like it
matches what you found.

       •      3.0X: on-off-off-off
        •       3.5X: on-on-on-off
        •       4.0X: on-off-on-off
        •       4.5X: off-on-on-on
        •       5.0X: on-off-on-on
        •       5.5X: on-off-off-on
        •       6.0X: on-on-off-on
        •       6.5X: off-on-off-on
        •       7.0X: off-off-on-off
        •       7.5X off-off-off-on
        •       8.0X: on-on-off-off
        •       10.0X: off-on-on-off
        •       [10x ratio is not supported on all G3 CPUs, and 9x is the max 
ratio
on all the G4 7400 CPUs chips that are used in most G4 ZIF upgrades
(and all Newer Tech G4s I've seen).
        •       If anyone knows the 9x ratio setting for the Newer Tech G4 ZIFs
