I figured it was probably a cooling issue.  Unfortunately, I can't
seem to find an OSX app for showing CPU temps that works on my B&W. 
the only ones I can find that should work for a B&W run only in
pre-OSX, not even in classic.  I'm going to try to find a CPU fan to
install, to see if I can run 450 stably.  Although, the differences in
the Xbench scores between 400 & 450 aren't that much, so I may just
stick with 400 for now.

The settings I showed are the only ones where I could get it to boot. 
All other switch settings give me nothing beyond power LED and power
supply on.  I may do a little research to see if I can ge tthe 500MHz
setting to work
