The 60Gb drive is the only IDE drive on the cable and is set to master.

Good. In a rev 1 machine, that's the only stable config.

Anyhow back to what is happening, the drive is working and is being detected by OSX setup however once the installation process has been completed the machine reboots but does not successfully boot from the hard drive.

What else is in that machine? Disconnect ALL external peripherals except the keyboard and mouse and monitor. Remove all PCI cards (except video).

Boot with cmd-V held down. That will let you see what's happening.

Could it be the revision 1 mobo that i have in the machine?

Perhaps. But it just as likely OS X is hanging because it doesn't like something else that's installed in the machine.

eg: My B&W won't boot after a virgin installation because the cleanup process hangs on the ADB port. The solution is to unpower the machine then boot it again. THEN it hangs again if my SCSI card is installed and there is no terminated powered-on drive attached (this is because of a kext conflict Apple never debugged).

Verbose mode will help narrow things down.
