Root doesn't care about permissions.

The three masks are Owner, Group, and World/Other.

Okey Doke, and in a further leap of stunted imagination, I sez

instance, so that a regular user (perhaps a child) could not even open it?

Make sure the user's account is not part of your other groups and that the protections don't give access via World.

Hmmm, Well, I logged in as root, Got Info on the volume, looked into the
details of the Permissions for it, and before you could stop me, selected
"No Access" for Others.

Um... "the volume"?
From which OS X is booted?
Oops.

Then I logged off. It got really dark.

Well, yea. Only the kernel runs as root. The rest of the OS, especially all the visual stuff you see, runs at lower modes. You just slapped a honking big blindfold across the OS... Kindof like Coyote overshooting the cliff then realizing he's spinning his legs in the air.

Question: at the root# prompt is there a command that would have be more useful than reboot?

Use the chown and chmod commands to restore the ownership and protections on the volume...
