I agree with Dave, there are things out there. Yet, and I think this needs to be said, the things out there, like Accordance, cost lots of money. Sometimes those people interested in studying the DSS dont have access to a research library and they dont have a lot of disposable income to buy books like the martinez edition. Hence, it seems to me that an online English translation of all the sectarian texts is a worthwhile project.
The marvel of the internet is that it makes accessible to remote places those things that are culturally important. The Scrolls meet this criteria of importance and hence require wide availability.
