Ken & list, the phrase in question [cf. your paper on 4Q448], "assembly of your people Israel" in col. B line 1 is apparently modified Joshua language (Jos 22.12), thus probably reflecting a specific stage on the "Isaiah trail" [Is 40.3] of "the rest that returns to Torah" [Is 10.20-27], i.e. being outside of Israel (sic!) in the `arabah ha-goyim [1QS 6.13f.; cp. 4Q161 frg 5+6.2 and 1QM i.3] acc. to the well-known interpretation of the "Threat Song against Asshur [Is 10.5-12.6], pointing to the whole diaspora. If the Josuah language is to be verified here, then the text is clearly sectarian. However, what makes me still nervous is the use of qhl instead of edh in the fragment.
