2 Enoch is an interesting one. I don't think that it came to the attention of the Enoch Seminar a year ago in Naples when they discussed 2 Enoch. What is there of that nature?

He probably had permission from Lee Biondi, who may have had access to the fragment at an earlier stage, without being the owner. The fragment now belongs to the Schøyen Collection, and will be published in a volume at T&T Clark with all the Schøyen fragments (more than 20, and more than a dozen not published before) in 2011.
