Use OnyX (or its sister app, Deeper, if you're using a regular user 
account) to disable Dashboard.  It's a simple checkbox.  No 
consequences, as Dashboard is not a critical service - it's just a 
pretty applet platform.

Once you disable it with OnyX, you can drag the Dashboard alias icon 
off your dock.


OnyX and Deeper are great free utilities.  They let you tweak a lot 
of the Mac's GUI.  Very handy.  They're actually big scripts, so if 
they seem slow just be patient.  If you don't understand a function, 
ask.  I know the documentation is a bit sparse.
