Wow, it's been such a long time since I used Tiger, I don't remember the hot
keys to activate or deactivate VoiceOver. Go to System Preferences, and then
click Universal Access. I believe that's what it's called in 10.4 Then,
there should be something about VoiceOver. It's probably on. Turn it off,
and you should be OK. Don't quote me on these directions, as I have not used
Tiger in over a year, but that's how I remember it must be done.

This may fix your problem, but as I said, I could be wrong, I changed over
to Leopard almost as soon as it came out.
