Sounds like a dead CD drive

Use a FireWire cable (6-pin to 6-pin) to connect the target computer
to a host computer. The host computer does not need to be turned off.

Start up the target computer and immediately press and hold down the
T key until the FireWire icon appears. The hard disk of the target
computer should become available to the host computer and will likely
appear on desktop.

No, not if you can't log in

It is on the HD, not in the computers firmware, so these will not work.

I don't believe that slot loaders can boot from usb.

Fixes:

Option 1 Replace the CD drive, then start up from your 10.3.5 CD and
either choose reset password or, preferably, just do a Nuke and pave
with a new OS

Option 2 Remove the HD and put it in another Mac or an external case
attached to your Mac and do a nuke and pave on it from there.
