I finally got around to doing this. I did a clean install of 10.4.0 and then ran Software Update. I don't have exact information about which ordering is best, but I don't think it hurts to start with the 10.4.11 combo update and then do the security update.
The Java updates should be in the correct order. If you try to install them out of order, you'll get an error message telling you that you need to install a previous update. This list doesn't include the faster-changing applications - Quicktime, iTunes, and Safari. I found other Java updates and releases, but they aren't needed with 10.4. All these files will fit on one CD. If you add Quicktime, Safari, and iTunes, they won't all fit.
