I'm pretty sure that it won't let you do an update if predecessor 
updates (or original installations) haven't been installed.  When I've 
already downloaded the updates for one machine what I usually do when 
installing them on another similar machine is to select all the files 
and double click on them.  The Installer will open a window for each 
update.  I usually pick the most significant update (such as an OS 
update) to run first then start going through all the other updates. 
Occasionally I'll hit one that complains that it can't be installed 
(because of a missing predecessor).  I just wait till the needed 
predecessor update has been installed then I run the update in question 
again.


I've run into the same thing when doing installs using Apple Remote 
Desktop.  One of it's features is to transfer then install a selection 
of packages (updates) to several machines simultaneously.  I usually 
used the shell command softwareupdate to determine what each machine 
needed.  In some cases it would complain that it couldn't install an 
update.  I just completed the other updates then tried the problematic 
one again.
