The non working ram is most likely high density, and Macs require low  
density ram. There are also some pcs that can not use high density.

 From what I have gathered, Apple choose to implement only a subset  
of the pc133 ram specs, and that is for low density ram.

Whether it was cheaper to do this, or low density was "higher  
quality" ram at the time or Apple's firmware writers were lazy, who  
knows.

If you search ebay for ram, most reputable sellers will say whether  
the ram is low or high density, and on the high density, many will  
even list pc boards that can not take it, so for once this isn't a  
strict "Mac Tax"
