My Seagate ST380021A 7200 rpm PATA drive is whisper quiet. Most of my  
Seagate's 7200 rpms I have are very quiet.

I would guess it is one of the fans ... maybe the cpu cooling one if  
it has one ... turns on an off at times? Maybe a psu fan?

I used a wooden cabinet to house my PowerPC 8500 I was using to play  
movies. The shelving had an open back, and I could close the front.  
Blocked most of the airborn noise. Unfortunately, it was sitting on a  
wooden shelf, which acted like a sound board, and actually magnified  
the sounds of the computer.

Soundproofing the area, while retaining sufficient airflow might be a  
focus.

Are you using SCSI harddrives? They're usually very reliable ... but  
tom-tom-like "clunkers".
