It's not obvious what you're trying to do. Did you "Add OS 9 drivers" to the new SATA HD when you formatted it? If not, you're going to need to start over and reformat the SATA HD and use the "Add OS 9 drivers" option. I'm not a fan of mixing OS X and OS 9. A good idea would be to place OS 9 on it's own dedicated PATA HD, and have OS X (without OS 9 drivers) on it's own dedicated SATA HD. You can run Classic within OS X fine this way, and also boot MacOS 9 fine.
