Depends on what you need. By the time the login window has
displayed, the cache rebuild etc has been completed. If that was
your purpose for going into Safe Mode, then just hit the restart
button.

"this" Depends on what you mean.
Safe Mode can be used to fix a lot of things.
No, booting into Safe Mode is not really a maintenance procedure.
You'd be better off using real maintenance tools, such as as Disk
Utility and OnyX.

No. Repairing the engine has nothing to do with retreading your tires.

No. But if after installing one of Apple's packages you find you
cannot boot, try booting in Safe Mode. Often the problem is that
Apple didn't clear and rebuild the caches correctly.
