Enabling Quartz on your special 66 MHz video PCI bus isn't the issue.  
The 66 MHz PCI slot has the same bandwidth as AGP x1, which makes it  
twice as fast as a normal 33 MHz PCI bus slot, and all AGP is fast  
enough for QE, so the only chance something is "choked up" is if  
you've placed the card in the wrong slot?
