I think you're using mistaken terminology? "Bootable" means a System software disc that can boot a computer. It sounds like you mean a video DVD that isn't automatically "launching" the application Apple DVD Player? The reason for this could be many things. If you're trying to copy an encryption protected DVD it will have to be "ripped" first to remove the encryption using something like MacTheRipper.
