Humm, should work.

Do you actually need to boot OS 9? Running "Classic" OS 9 is normally  
FASTER than booting OS 9 directly, so if you just need to run some OS  
9 programs, open System Preferences>Classic and designate the external  
OS 9 HD as the "classic" system, and it should work fine.

If you can't get it to boot OS 9 using Startup Disk, you might clear  
the PRAM/NVRAM using the Cmd-Opt-O-F command at startup, and at the  
prompt type:

set-defaults<Return>
reset-all<Return>

where <Return> means hit the Return key. The reply should be "ok" to  
the 1st command, and a reboot to the 2nd command. If it reboots to OS  
X, and Startup Disk STILL won't give you an OS 9 boot, you could boot  
an OS 9 CD and use the Startup Disk on the CD to select the OS 9  
system. Some people say the holding the "9" key at startup can force  
an OS 9 system to boot, BUT, I've never had this work for me, and I'm  
skeptical. Once you get an OS 9 system to boot, you CAN use the "X"  
key at startup to force the OS X system to boot, and this will KEEP  
the OS 9 system as the DEFAULT startup system.
