Kasey,
    I just spent 40 minutes on the phone with Uverse tech support, and
as it turns out, the problem is apparently our use of two 2.4 ghz
cordless phones.  I've unplugged them and miraculously our service is
improved. The only odd thing is that we had one of these phones when
we initiated our service a year and a half ago.  Nothing was mentioned
about the possible interference then.  Oh, well, it's relatively
inexpensive and easy fix.
