Yes... 10.5 "will not" install on a G4 with less than an 867 MHz CPU. That said, you can fool the installer by going into Open Firmware and specifying 867 MHz as the processor speed. That will let the installer do its thing and then revert to the actual speed on reboot. It "will" run at lower speeds, but not install.
Your Ram and HD size may be problematic... possibly. You can Google the process. It's early and I haven't had enough coffee to recall the steps.
