This is a CUPS error. Most likely CUPS isn't running.

There's probably some simple Terminal command to restart CUPS? I
don't know it, and haven't found one. In Tiger you can reinstall CUPS

For Leopard, the solution isn't clear to me. Leopard used CUPS
version 1.3 or newer, and since Apple purchased CUPS they've not been
posting installable .dmg files of the CUPS software. There is a
solution noted on MacFixIt for using the pay for program Printer
Setup Repair. It says to use the utility Printer Setup Repair and
select the "Start cupsd" function from its CUPS Tools. Only one
problem, it also says this "This fix should prove effective until the
next restart," so evidently this isn't a permanent fix for Leopard
users, and also requires they have paid for Printer Setup Repair.
Even worse is that the current version of Printer Setup Repair isn't
"Leopard compatible", although I gather people have used it to repair
this issue. See:
