Apple system programmers who are managing a difficult tightrope bridging the 
login password (which is stored as part of the Unix underpinnings of the OS) 
and the Keychain, which is a secure password management tool. They're separate 
entities, and Apple tries to keep them synchronized, but that can be bypassed, 
as you're finding out.

This is why you don't forget your password! 

(also a good reason to have Keychain NOT remember passwords...by typing them in 
over and over, you memorize them.)

The solution we have at work is that we have written down critical system 
logins and passwords, and that paper is locked in the safe we use for the 
Schedule 1 drugs we have on hand. That way if a bus manages to hit all of us in 
the office, no one is locked out of administering the systems.

If you truly have a serious problem remembering passwords, do something 
similar. Write them down and store them in a secure place.

Then the fix is to go into Keychain Access, and delete the login keychain.

The Mac forgets your remembered passwords, but it stops all this annoyance.

No, every user (in the sense of user accounts on the machine) has their own 
keychain. If you have more than one person sharing the login, then yes  it will 
affect them.
