Yes you can boot from the external HD, just hold the Option key at startup (Restart with the external drive attached and the DVD mounted beforehand). It should give you the option of booting the DVD now.

No need. If you can't get the DVD to boot from anywhere, there is a way to do this without the DVD. See:
