Yes, the Ram and HD upgrades are your best options but be aware that these 
models have the 128Gb IDE HD restriction.
If you go the SATA card though, you can of course put much bigger HDs in there 
as you probably already know.
Check what resolution the monitor requires - for a 23" it is probably something 
like 1920x 1200. Then you buy a videocard that can push that resolution out - 
something like an ATI Radeon 9800 128mb - probably about $100 on ebay.
