I have a G4 AGP 400 MHz in my cellar and I use it infrequently for watching
DivX videos while on the home trainer (ergometer, bicycle?).

The videos have always been using 100% of the Mac's performance. If something
disturbs it will drop some frames. Annoying this is.

So, I got me a Dual-450 processor card for cheap on eBay. And, what can I say?
It really gave Leopard a boost. Watching the DivX movies is with only very few
frame drops – and then only, because some applications start looking for new
versions online and the video comes from a network storage.

For the DA: it has a 133 MHz system bus and any DA or QS processor will fit.
You could make it a Dual-1 GHz, but this processor upgrade will most likely be
very expensive.

There are rare occasions to grab a Dual-533 processor card from a DA. This
might be cheaper, but I don't really know.

You cannot use the Dual-450 and Dual-500 from the pre-DA G4's since these are
from 100 MHz system buses.

The other boost is a better graphics card. I use now a flashed PC nVidia
GeForce3 Ti200. This is good for Leopard, but not really necessary for Tiger,
although it will also enhance the performance on Tiger or even Panther.

Overall I would say that upgrading depends on two factors:
1) what do you need it for, and
2) how much money will you have to invest in order to fulfill 1)

E.g. I have only 512 MB RAM in my G4 AGP with Leopard and I have to say that
for my purposes this is suffice and I don't need more at all.
