You should be able to install via a universal non-machine specific
installer. Here are a couple things to check:

Just for clarification, you said you have 10.4 Panther? Those are two
different operating systems. Are you running 10.3 Panther, or 10.4 Tiger?

When you are booted into OSX, will the operating system see the OS 9.1
install disc?

Your optical drive might be getting worn out, I've had lots of those
machines with bad optical drives. Do you have a different optical drive you
could try?
