The last time - before this more recent testing, that is - that I
opened the bookmarks menu to organize them (I don't do it often), I
don't recall any slider being there, or anything indicating there
could be something to pull down. At some point since, the cover flow
area had just appeared there, no need to pull down.
If you slide it all the way up, the cover flow area disappears. All
that's left is the black area to the left of the search field. In
there, in the middle, just above the boundary with the white area, is
the slider. You know you're over it when the cursor changes to the
hand. Then you can grab and drag down.
