I'd separate scanning and faxing into two individual processes rather than searching for an integrated solution. Scan the document using scanning software that works with your scanner. Then fax the scanned file using any suitable fax software.
Fax is a dying technology, it would certainly be easier to scan the documents and then email them, which I would think would nearly always be the preferred solution.
