Knowing the hardware and software involved ALWAYS matters. Best to provide that information FIRST, so as to give your reader the full context. GOTOs in emails are NEVER a good idea (making the reader return to the top, to re-read things once he/she/it knows the background / environment), and often result in the reader deciding to not reply at all. Still, you've only provided a partial context here - you haven't said anything about the software environment.

Also the original video card was an ATI Radeon 9800 w/256mb, the
replacement I received was the same model number but only had 128mb of
video ram. It was listed on ebay as 256, and also with the same model
and part numbers, which is why I bought it. Being so far from the
states made it difficult and expensive to return so I took credit for
the difference in price. I don't think the video ram difference is
causing these thin black lines

Try using a lower resolution. See if that makes the lines go away. If it does, then you have a VRAM problem - too little or not working right.

Try booting in Safe Mode (shift key held down).

Check the video card in System Profiler. Make sure it's acknowledging the card correctly, and its capabilities. The stuff around the icons looks like a masking problem to me. That could be related to Quartz / Quartz Extreme support. Check the card's firmware, too...

Perhaps run a memory test and some other general diagnostics, like AHT, to make sure the rest of your G5 (a Power Mac?) is fully operational.
