I think that it is either a back light problem, or an inverter board
problem. The inverter board power the back light. I've had this issue with
several laptops I've used in the past, and just ignored it.

I'm not sure about replacing back lights, but inverter boards should be easy
to replace.

As far as safety, I've always been under the impression that they weren't
dangerous to work on, as long as unplugged. Don't take my word for it
though, I might be wrong. I would try to download a manual for the monitor,
and see how difficult it would be to replace either the back light, or the
inverter board.
