That's handled through another mechanism entirely, via Parental Controls. (at 
least in 10.5 and 10.6, it may have been incorporated into the Accounts prefs 
in earlier versions of the OS )

You have ALWAYS been able to define a limited user, and restrict what programs 
(even system-wide ones) a user could use.
