Your Mini is dead-ended with Leopard.

Snow Leopard is x86 only. In fact, dumping the powerpc code is what slimmed it down so much, which was one of its big selling points.

Sure it is, sortof.  You just need a 3rd party build.

Camino, SeaMonkey, Firefox, TenFourFox, iCab, etc...

I'm still partial to Safari tho.
