It's the physical limitation of a single HD, mostly determined by the speed of the platter rotation and the density of the bits on the platter. Newer HDs are slightly faster than old ones, but not exponentially, just linearly. To get faster transfer speeds you'll either need to buy a SSD or create a RAID of multiple HDs.
